Carpenter died in Duncan, Okla., on Oct. 17, 2016, of heart failure.
She was born Aug. 17, 1935, to Sam and Ruby Pennington in Cañon City. She was raised in Longmont, Paonia and Somerset. She graduated from Paonia High School in 1953.
After graduation, she moved to Tulsa, Okla., and married Claude Carpenter. He died in 1994.
She is survived by a son, Darren Carpenter of Duncan, Okla.; a daughter, Renee Clark Phelps of Tulsa, Okla.; one grandson, Britton; two granddaughters, Nicole and Autumn; a sister, Louise (Leroy) Borich of Loma; and one brother, John (Karen) Pennington of Jay, Okla.
On Tuesday, Sept. 11, the Delta County Board of Commissioners called a special meeting to consider the board's response to the Bureau of Land Management's preliminary Environmental Assessment (EA) concerning the lease parcels proposed for the December BLM sale.
Several people from the North Fork were present to provide input.
