After a video conference with city manager finalist Mark Collins, conducted in executive session July 21, Delta City Council voted 4-1 to authorize Mayor Ed Sisson and Glen Black, interim city manager, to finalize Collins' employment contract. A start date of Sept. 14 was identified.
But a few days later, when Black was contacted for contract details, he said it appears the initial terms, which council and ostensibly Collins agreed to last Tuesday, remain unresolved. A special meeting was set for 5 p.m. Tuesday, July 28, for the sole purpose of discussing the terms of Collins' contract in executive session. Another vote may be taken after the council comes out of executive session.
The special meeting took place after this week's edition had gone to press, but the DCI Facebook page will be updated if the contract is finalized -- or if the search begins anew.
The dissenting vote July 21 was cast by Ray Penick, who said he felt the provision for 10 days of personal time off, effective the day of employment, was an "unnecessary enticement." He said the position's high salary (unspecified at this time) should be sufficient compensation, even though it is below the average paid city managers in communities of similar size.
Collins is currently living in Laramie, Wyo., where he is associate vice president for administrative operations at the University of Wyoming.
