Commissioners adopt budget of $27.7M

The Delta County Commissioners have adopted a budget for 2016 totaling $27.7 million in spending. That is the largest budget appropriation since 2011 when the county's annual budget appropriation was $28.1 million.

In the six-year span from 2011 to 2016, the smallest budget figure adopted by the county was $25.4 million in 2013.

The county's proposed spending plan for 2016 in the general fund totals $10.7 million. The largest individual department appropriations in the spending plan are the sheriff's office and the jail, taking $1.9 million each. The assessor's office budget is $680,231; the county share for 7th Judicial District attorney is $600,670; county buildings and grounds get $584,918; dispatch takes $531,512; and the commissioners' spending is projected at $503,812, which includes appropriations for special projects in each of the three commissioner districts.

The general fund distributes money to 34 different government departments. In addition to the general fund, the county has 16 other separate funds in its budget system.

Outside of the general fund, spending in road and bridge is set at $6 million; human services is $3.8 million, a total that includes a major portion of funding from the state and federal governments; capital improvements is $2.2 million; health department is $1.1 million; and, the enterprise fund (landfill) and capital projects funds will each see $1.1 million in 2016.

Commissioners certified mill levies for the county, school district and other taxing entities in the county including the fire districts and the municipalities.

Commissioners adopted a total mill levy of 15.733 mills for the county. That will raise $4.97 million distributed among four different budget funds.

The mill levy for School District 50J is 27.386 which will raise $8.67 million.

For the county municipalities, mill levies certified by the BoCC are as follows: Cedaredge, 7.906 mills raising $144,892; Crawford, 2.42 mills raising $6,412; Delta, no property taxation; Hotchkiss, 7.3 mills raising $67,220; Orchard City, no property taxation; Paonia, 8.322 mills raising $103,243.
