Delta City Council approved several mutually beneficial agreements with residents and/or organizations at its June 5 meeting. Most of the agreements were presented to council by public works and utilities director Betsy Suerth.
Sewer Improvement Fee Waiver. The property at 851 Vine Street has been owned by the Chairez family for many years. Carolyn and Tom Chairez want to place a home on the property and are working with the city to construct appropriate utilities.
The existing sewer collection pipeline was built substandard with a 4" line and has been problematic to adjacent property owners. The Chairez family proposes to extend the sewer main on Vine Street to their new home.
The project will upgrade the system to city standards, which will be beneficial to all the property owners associated with this sewer line as well as the city.
The city and the Chairez family will share the cost of the public infrastructure. The city will supply some materials and labor. The cost to the Chairez family is expected to be approximately $16,000, including some costs associated with the private sewer tap. The city will contribute approximately $2,500 to supply some of the project materials, along with some cost associated with inspection and assuring the existing services are reconnected to the new line.
Suerth recommended the council waive the sewer improvement fee of $5,450 for 851 Vine Street. The council unanimously approved the waiver. Councilmember Christopher Ryan noted that this was a great partnership.
Weed Control. The council awarded a bid for 2018 weed control to Fedler Spraying LLC for $23,400, with a contingency amount of $3,100, for a total not-to-exceed $26,500. The contract provides an option for staff to extend the contract for the same pricing and limits for 2019.
Project 7 Water Authority. Project 7 Water Authority was established in 1977 by four contracting and voting members, City of Delta, City of Montrose, Tri-County Water Conservancy District and Town of Olathe. Its function is to purchase and treat raw water and to deliver such water to it contracting parties, plus two associate members, Menoken Water Company and Chipeta Water Company.
Menoken became a water district, and was approved as a contracting and voting member of Project 7 in 1998.
Chipeta has become a water district and seeks approval to be accepted by itself as a contracting and voting member. Montrose signed the amendment to provide Chipeta full membership May 10. Delta City Council signed the amendment June 5.
Colorado Department of Transportation. The council approved a letter of consent to CDOT for temporary use and occupancy of City of Delta rights-of-way during CDOT's US 50 North Delta Phase 1 ADA ramps. Locations affected will be US 50 and 1550 Road, US 50 and 1565 Road (N)/H38 Road, US 50 and H25 Road, US 50 and 1565 Road (S), and Hwy. 92 and Crawford Avenue.
Eliminate a Trail in the City of Delta Parks, Recreation, Trails and Open Space Plan. Following adoption of Delta's Parks, Recreation, Trails and Open Space Master Plan, shareholders of the North Delta Irrigation Company adopted a resolution opposing the trail along the North Delta Canal that is included in the plan.
At its June 5 meeting, council passed Resolution No. 4, 2018, eliminating the trail along the North Delta canal that is part of the Master Plan.
Temporary Closure of Public Right-of-Way for Downtown DeltaFest. At the request of Delta Area Chamber of Commerce, city council approved temporary closure of Main Street between 3rd Street and 6th Street on June 28 and Aug. 30 from 4 to 8 p.m. for Downtown Delta-Fest.
