Regarding this week's story about an amended dog ordinance unanimously approved by the Hotchkiss Town Council, several important questions remain unanswered. Now that puppies' owners must notify police of puppies' birth, should they use a local phone number or does such an imminent threat to public safety require a 911 call?
Is this an unfunded mandate, or will the police budget be increased to accommodate puppy intelligence-gathering activities and surveillance? Will Homeland Security funding be available?
While I am never surprised when a quasi-elected governing body in Hotchkiss issues a nanny-state directive, I am concerned because the town council habitually attempts to extend their reign beyond the town limits. Power goes to the head. When this space is vacuous, the transfer rate increases rapidly. I encourage the citizens of Hotchkiss to exercise responsibility in vetting their leaders, lest we read one week in the DCI that all of their rights have been taken away. I hope that next month's ordinance will require town council members to get a life.
