The Cedaredge Town Board dealt with a full agenda of items at its June 20 meeting, including approval of a comparative salary survey for the town's 43 employees.
The employee salary survey will cost $7,000 to $10,000 to complete, the town administrator reported.
The town is cooperating with the county to get a "combo rate" on the study from the contractor. The last town salary survey was done in 2007 and cost $10,000.
The survey will look at what Cedaredge's 43 employees are paid compared with 16 other municipalities from Cortez to Craig, and from Fruita to La Junta.
•In another item on the trustees' June 20 agenda, constituent and businessman Michael Meskel objected to the town's $100 water/sewer account transfer fee. The amount can be charged when a property changes hands. Private party transactions bear the burden of the charge because the policy exempts financial institution foreclosure transactions, bankruptcies, and Delta County public trustee deeds.
He called the $100 fee "excessive" and questioned why institutions are allowed to get "off the hook" but residents of the town and its utility customers have to pay.
Meskel also faulted a town $5 per month fee added to commercial water bills and recommended it be rescinded. "We are penalized if we are commercial," he said adding, "and then we are taxed to bring commercial business in," an apparent reference to the downtown street reconstruction project.
Meskel also questioned the town's "complaint-driven" code enforcement policy because it pits "neighbor against neighbor." He told the trustees there should be an ordinance to eliminate the policy.
• The board was also informed by the town administrator that two town office staff are going to training in Las Vegas to learn a new financial software system the town is installing.
The cost is $2,024 and includes three nights lodging ($774), fuel ($200), meals ($200, six not included), and conference registration ($850).
