Before winter comes, town officials in Orchard City hope to have completed a month-long program to rationalize their sprawling, outside-of-town water distribution enterprise.

The last five of the town's 38 private pipeline companies reached agreement with the town last week on submitting required paperwork and installing system upgrades.
