Mr. Lay was born Sept. 23, 1944, in Richfield, Utah, to Ervin and Ethel (Rigby) Lay. He spent his childhood in Circleville and attended Piute High School. In his youth he worked with his father and brothers in a meat locker. He studied civil engineering at the University of Utah.
He married Marcia Oviatt on Oct. 9, 1965, in Salt Lake City, Utah. The marriage was later solemnized in the St. George LDS Temple.
Mr. Lay was a professional engineer for the federal government. He was an accomplished stained glass artist. He enjoyed painting, hunting, fishing, trapping, gardening and the outdoors. He and his wife served in the Sapporo, Japan, Mission. He served as a counselor in Richfield 16th Ward High Priest group and as a missionary and the bishop’s store house. He helped his friends prune fruit trees, farm and irrigate.
He is survived by his wife, Marcia Lay of Richfield, Utah; his children, Kimberly Jackson and her husband Roger of Lindon, Utah, Shannon Atkinson and her husband Dustin of Herriman, Utah, and Clyde Lay and his wife Heather of Kuna, Idaho; his sister, Merna Ray and her husband Ralph of Olathe; two brothers and their wives, Robert and Lorna Lay of Circleville, Utah, and Henry and Barbara Lay of Vancouver, Wash.; a sister-in-law, Mary Ann Adams of Nebraska; and nine grandchildren.
Mr. Lay was preceded in death by his father, Ervin Lay; his mother, Fay Lay; and a brother, David Lay.
A funeral service will be held Wednesday, Nov. 11, at noon at Richfield East LDS Stake Center, in Richfield. Interment will follow at Richfield City Cemetery.
