Mrs. Sowell was born April 27, 1952, in Delta, to Norman and Kathryn (Rudolph) Smart. She spent her childhood in Delta. She attended Central Oregon Community College and Eastern Oregon University in Lagrande, Ore.
She married Donald Garrett in 1972. The marriage ended in divorce in 1981. She married Albert Sowell in Reno, Nev. He survives.
Mrs. Sowell moved to Bend, Ore., in 1978 and back to Delta in 1986, before moving to Yoncalla, Ore., in 1996.
She was the children’s librarian at Delta Public Library for 12 years and a librarian in Douglas County. She was a member of Delta Assembly of God, Bend Assembly of God and Yoncalla and Drain Assembly of God. She was a children’s church teacher. She enjoyed reading the Bible, journaling scriptures, playing the piano, swimming, reading, gardening, long walks, fishing, canoeing and traveling.
Mrs. Sowell is survived by her husband, Albert Sowell, three brothers, Scott Carrington of Smithers, B.C., Canada, Tracy Carrington of Whiteriver, Ariz., and Mickey Smart of Ridgway; two sisters, Norma Evans of Ozark, Mo., and Elaine Myer of Spokane, Wash.; two sons, Caleb Garrett and Scott Garrett, both of Sisters, Ore.; a daughter, Jessica Vitelle of Sisters, Ore.; two stepdaughters, Tammy Valdes of Eugene, Ore., and Debbie Nelson of Sherwood, Ore.; and four stepgrandchildren.
