During the Sept. 15 meeting of the Cedaredge Town Council, the trustees were given an update of the 2011 Plan by JVA Consulting engineer Josh McGibbon regarding the future expansion of the current wastewater treatment facility, or the construction of a new facility.

Last March Cedaredge public works director David Smith told the trustees that the wastewater treatment plant exceeded the planning threshold for organic capacity levels three times in the past year, and that now was the time to start planning for a solution.

To that end, the trustees approved JVA's proposal to create planning documents based on the evaluation of the existing wastewater treatment facility and anticipated effluent limits.

McGibbon provided the trustees with an overview regarding the current wastewater needs for the town; an evaluation of the existing treatment facility; organic loading capacities; recommended design alternatives; and future operations of the wastewater treatment plant, including the most cost effective alternatives.

JVA's recommendation is for the town to build a new mechanical wastewater treatment facility near Surface Creek, with total capital costs projected to be nearly $3.4 million, plus $1.3 million in operational and maintenance costs. McGibbon provided the trustees with a four-year implementation schedule to begin in October, with a startup date for the new facility of December 2015.

The trustees also listened to a presentation by Paul Gray, executive director of Region 10, regarding its key accomplishments for the 2011 fiscal year, including the re-establishment of the SBA microloan program for small businesses. He also touted the membership benefits provided by Region 10 to local governments.

Two options for distribution of costs of service provided by All Points Transit (APT) were also discussed. Following the discussion, town administrator Kathleen Sickles was directed to work within an allocated $5,000 figure (option 1) for services provided by APT in 2012.

In other business, the trustees approved a 1,550-foot expansion of the Cedaredge Community Garden to accommodate a greenhouse; a resolution to change the name of the DeerCreek Village Golf Course to the Cedaredge Golf Club; a liquor license application from YuHui Xiang (dba–Hong Palace); an agreement between the Town of Cedaredge and Statewide Internet Portal Authority, providing Cedaredge residents the opportunity to pay their utility bills with a credit card; and a request from Robert and Patricia Michael to expand the premises located at 690 South Grand Mesa Drive (Mesa Liquor) an additional 400 square feet.

According to the request the additional storage space will be on the rear of the existing building and enclosed.

The trustees also approved the annual lease agreement between the Town of Cedaredge and Larry Naslund, and the annual lease agreement between the Town of Cedaredge and Matthew and Tandy Quest; and gave their approval to a proposal from LL Johnson, to lease (rather than buy) the maintenance equipment for the golf course.

The trustees also approved soliciting request for proposal from Certified Public Accountants with governmental auditing experience to conduct for the town's 2011 audit.

Sickles reminded the trustees of the budget work session on Sept. 27 and the dedication of the tennis courts on Wednesday, Sept. 28.
