Phase II of the workforce housing units known as Villas at the Bluff was completed this summer -- and in fact is entirely occupied -- but Delta Housing Authority (DHA) delayed a grand opening ceremony until all its partners could join the celebration. Those partners include Colorado Housing Finance Authority, Colorado Division of Housing, Solvera Affordable Housing Advisors, Parikh Stevens Architects, Wells Fargo, the city and county of Delta, and Ridgway Valley Enterprises.

Phase II consists of 32 units, for a total of 80 apartments serving residents with incomes between $17,300 and $34,500. Rents range from $300 to $750 per month, depending upon income and size of the unit.

Jo Rosenquist, former DHA director, said the housing units had been a "personal mission" since she served on the board. "I left for retirement with my mission complete," she said.

Greg Glade, Solvera Affordable Housing Advisors, recognized the vision and discipline of the DHA board to persevere in the wake of the 2008 economic downturn. Total cost of Phase I, also built by Ridgway Valley Enterprises, was $6.5 million. Phase II cost $9 million, for a total project cost of $16 million. Impact and tap fees totaled $535,000.

After the presentation and refreshments, Ute Jantz, DHA director, and Cil Curry, unit manager, offered tours of one of the units.
