The Paonia Board of Trustees voted to raise sewer and water rates while keeping the current garbage rate stable during a special meeting held Nov. 18.
Corinne Ferguson, interim town administrator, said the board unanimously chose to forego garbage rate hikes and maintain the current rates.
“The reason they chose not to was because we have a healthy reserve in our trash fund and since we were raising the rates in the other funds, they wanted to provide a little bit of relief to the users so they focused only on where it was an absolute necessity which was water and sewer,” she said.
Ferguson added she does plan to approach the board on making a modification on the landfill tipping fee for 3 cubic yard dumpsters that would affect a very limited number of accounts, that item may appear on the next agenda pending a meeting with the mayor.
In-town sewer rates will increase to $38 per month; out-of-town rates will be $57 per month and stand-by fee will be $30 per month for each unit. The new rates which reflect a $4 increase for in-town and out-of-town units and a $5 raise for the stand-by fee will go into effect on Jan. 1, 2020. The ordinance passed 4-2.
The proposed hike on town water rates which will go into effect Jan.1 passed unanimously. Water rates will increase to $30 per month for residential and $40 per month for commercial. The basic water rate for out-of-town water will increase to $40 per month for residential and $55 per month for commercial. In addition, out-of-town water users using municipal water through a single water meter will be charged for water usage individually.
Additional water rates will be charged to users with a customer service account/meter for each 1,000 gallons and proportionately for each fractional part for in-town residential as well as out-of-town residential and commercial rates as follows 1-1,000 gallons $1.20 per thousand; 1,001-3,000 gallons $1.40 per thousand; 3,001-5,000 gallons $1.60 per thousand; 5,001-10,000 gallons $1.80 per thousand; 10,001-15,000 gallons $2.20 per thousand; 15,001-20,000 gallons $2.70 per thousand; 20,001-30,000 gallons $3.20 per thousand; 30,001-40,000 gallons $3.80 per thousand; 40,001-50,000 gallons $4.40 per thousand; 50,001-75,000 gallons $5 per thousand; 75,001-100,000 gallons $6 per thousand and 100,001 or more gallons $6.50 per thousand.
In-town commercial rates are as follows 1-1,000 gallons $0.30 per thousand; 1,001-3,000 gallons $0.50 per thousand; 3,001-5,000 gallons $0.80 per thousand; 5,001-10,000 gallons $1 per thousand; 10,001-15,000 gallons $1.50 per thousand; 15,001-20,000 gallons $2 per thousand; 20,001-30,000 gallons $2.50 per thousand; 30,001-40,000 gallons $3.00 per thousand; 40,001-50,000 gallons $3.50 per thousand; 50,001 -75,000 gallons $4 per thousand; 75,001-100,000 gallons $4.50 per thousand; and 100,001 or more gallons $6.40 per thousand.
Other changes to the town’s water rates include $1 per 100 gallons for persons using municipal water from the public tap furnished by the town of Paonia. In addition, the service fee for a new account set up will be $35 with a $15 charge for final meter readings and a possible $50 fee for same-day water shut-off for repairs or maintenance, when requested by the property owner or agent.
At the conclusion of the meeting, Ferguson received unanimous direction from the board to present a resolution at the Nov. 26 meeting that would implement utility relief using the Low -Income Energy Assistance Program (LEAP). If approved, the resolution would allow for a 30 percent relief off of water or wastewater base rates for the winter months of November through April.
